The Measures for tsunami and disasters of Kuroshio town

◆What would be happened in “34m Town” ?
Kuroshio town has been forced to co-exist with large-scale natural disaster called Nankai Earthquake which happens in every 100 to 150 years since Hakuho Earthquake of ancient time. Under this circumstance, estimations of earthquake scale and height of Tsunami created by huge earthquake of Nankai Trough were announced by Japan Cabinet Office and Kochi prefecture. The announced numbers are the most severe in Japan such as maximum seismic intensity would be level 7 and the highest Tsunami would be 34.4m. After receiving this announce, the disaster prevention plan and project for Kuroshio town which was carefully reviewed after March 2011 Tohoku Region Pacific Ocean Earthquake must be further careful consideration.
However, Kuroshio City promotes “Town of the rich ocean’s gift” with the principle of protecting residents' lives even facing to any difficulties. And the custom of taking over the “Hometown” which firmly inherited from our ancestors to the next generation will not be changed as ever. To keep our precious hometown, we need to face firmly to the Nankai Trough earthquake and live well with it. We will continue to promote the future of urban development with the idea of the Nankai Trough earthquake and tsunami disaster prevention plan.

Development of Tsunami Evacuation Space
After receiving announcement of quake scale and Tsunami estimation by Nankai Trough Earthquake from Japan Cabinet Office and Kochi prefecture, field inspection and workshop have been carried out by each region, and plan of evacuation route development was created. As a result, 250 evacuation routes and 6 tsunami evacuation towers will be accomplished by the fiscal year of 2017. Also along with development of evacuation route, tsunami evacuation navigation labels have been installed since 2016.

[Soft Countermeasures]
Introduction of the Regional Management Staff System
40 districts out of 61 districts are predicted to be flooded. Lack of the number of staff is obvious to proceed the disaster prevention in all flooded areas. To compensate the lack of human resources and to carry out the countermeasures of earthquake and tsunami, all city employees (about 200 people) concurrently serve as disaster prevention staff and cooperate with local residents for precise disaster prevention.

Creating the Tsunami Evacuation Plan for Each Family
It is predicted for some residents to become able to evacuate by developing the evacuation spaces. However, elder people and people with disabilities might be difficult to reach the evacuation areas. To accomplish “Zero Death Toll”, evacuation plan for each person who has difficulty to go to evacuation area needs to be considered. First, to understand the basic situation, we conducted to creation of each person’s tsunami evacuation record for the purpose of investigation of all residents’ evacuation activities.

Creating the District Disaster Prevention Plan
Disaster Countermeasures Basic Act which was amended in June 2015 indicates that local residents can make own regulations for “District Disaster Prevention Plan” which is the plan related to voluntary disaster prevention action. In Kuroshio City, management by the government is limited, and local residents need to protect their lives and regions by themselves in some way. People believe that it is essential for them to create own regulation with reflect of regional uniqueness.

[Promotion of Earthquake Resistance Housing]
Promotion of Earthquake Resistance Housing
If person was confined by the collapsed house and cannot escape from there, he / she cannot protect his / her life from tsunami or fire which happens after earthquake. Many wooden houses which were built before the amendment of earthquake resistance standard were collapsed in past earthquakes. From this record, promotion of earthquake resistance for the subject wooden houses is now conducted.
